This books gets to the topic of CGI development right away and deals with both Perl 4 and 5. It describes both the CGI-Lib.PM and CGI.PM Perl libraries, but like most Perl books, is UNIX-centric.
This book provides an overview of Perl but I would suggest using another book to more fully learn the Perl language. This book states that you get "enough Perl to be able to create your own CGI programs".
